From a Northern local daily paper today:- New laws to govern the activities of rogue wheel clampers ......are expected in the new year. Fees will be capped, rules relating to towing will be introduced, companies will be bound by a strict set of guidelines and an independent appeals process will be available. The Queen herself will outline the proposals set down in the Policing, Crime and Private Security Bill when she officially opens Parliament on November 19. The could then come into force within months of going before Parliament for approval next year. Home Office minister Alan Campbell MP said: ".....Clearly some wheel clamping businesses indulge in unacceptable behaviour, including unclear signage, excessive fees and unscrupulous towing. "We are currently looking to introduce a compulsory licensing scheme for all wheel clamping businesses. "We need to limit the size of penalties dished out by firms, regulate towing practices and put in place an effective and fair appeals process. "Alongside this, we will also look at the issue of incentives given to clamping firms by land owners – we want to introduce tough controls." |
