| > The council document said it was impractical to enforce, and thus many stop and shop bays were getting blocked and the supposed parking time being abused by some to the detriment of others. "Kerb-side surveys show that where no registration was required under the previous rules of this scheme, that the average dwell time of a vehicle exceeded the posted limits by up to 60%, leading to chronic bay saturation in some areas. This undermines the Stop & Scheme altogether. " I wouldn’t believe everything the council tells you Paul. It does make one look rather gullible. The giveaway is the ‘some areas’ bit. Very vague data and nothing published to back it up. Strange that they can suddenly enforce new rules but had no interest in doing so before. But then that didn’t suit the agenda. And it’s not free parking if one has to pay a convenience fee. That’s a charge. |
