| 15 seconds is entirely feasible to book yourself in for parking with a 5G connection and if you have memorised all the location codes. My personal best is probably around a minute. However, Colin's point is not that it will take 5 minutes but can do. This can be down to connection issues, payment issues or error inputting but it is a substantial disincentive to making a quick stop. However, it needs to be stressed that the council probably didn't make this change to bring in more revenue (it won't harvest much) but rather because the old system didn't work with the new machines. It is therefore more important to see how these changes are enforced. The impact on local businesses could be zero if the council made plain that observation times for offences in these bays would be stretched to the reasonable point of a quick visit to the shops say 15/20 minutes from the usual ten to allow for faffing about with the app. If they allow Greener Ealing to lurk by stop and shop bays waiting for the observation time to elapse, then is the time for harsh criticism of this policy. |
