I love the baskets and do think they make a difference to not only our town centres but to our perceptions of ourselves: "I may live in Acton but i am worth flowers on the high street" I wonder if there have bbeen any studies on the role of public gardening or improved spaces on grafitti, city centre behaviour etc. I would expect that sort of nurturing to have a positive infuluence but may just be hopelessly Pollyanna-ish
