Parks have several entrances and exits so Bins need to be at all of them.  Problem is watching those who won't go near a bin because " they are dirty". There are a lot of people paranoid about dirty things but not the fact that to keep clean they create dirt for others by dumping it. That's poor housekeeping and poor standards of sea discipline a lot of which is no longer instilled at primary and junior school.
