I remember from my childhood the fear that the park keepers in Ealing instilled. Popping up unexpectedly all over the place in Walpole Park in their black jackets with their long round poles with six inch metal spikes on their ends for spearing dropped litter, you didn't argue! You did not drop litter. 'What you doing there!' would come roaring over a hedge or from around a corner. Bring them back! Ealing's original 'Men-in-Black'
