From what you say about Brent and Northwick Park I think that they are presenting the place that the patient was from, rather than place of treatment, which would also make sense as the figures are there for public health planning and tracing contacts would be relevant where the patient was from, e.g. Ealing, rather than where they were being treated, e.g. Northwick Park in Brent
