I now see that this TFM contract in June 2010 has not been working satisfactorily and that was countersigned by the leader as well as the Chief Exec. The document said Audit would follow up in December. Presumably problem sorted. Nothing yet on the website.

They signed as follows in the statement of Accounts under the naughty boy section:

Weaknesses were found in respect of commercial cost valuations, payments, budgetary control and performance
monitoring.
