Charles, I wouldn't imagine that masses of people just go in to the Town Hall to use the toilet. There are toilets in the Shopping Mall.

However, the toilets must be available for members of the public who have some business at the Town Hall, the waiting time to see a member of staff with regard to a problem can be very lengthy. How are people expected to wait for hours without being able to use the facilities?

A friend waited there last week for over 3 and a half hours just to get an application form for a garage! Unbelievable!
