If we had room in our small front gardens here for a waste bin we wouldn't need the black sack system and would have voted for the wheelybin alternative. We have a small sack cage at the back outside the kitchen door, and the sack is tied up and carried through the house the night before collection day. And we wouldn't be allowed to keep a bin on the public footway - unlike (for example) in Luton's misnamed New Town where the trad two-up/two-down terraces directly fronting the (narrow) footways all have wheelybins outslde on the footways all week - that would just not be tolerated here by the Council even if we wanted it. FYI I'm usually up by 6.30am if not before, but the non-recyclable refuse wagon has been known to turn up earlier than that; and in any case the advance guys that come round on foot to pile the sacks up in heaps for collection are geneeraly round long before the wagon. And why should we have to bribe public service workers to do their jobs conscientiously? - surely that only applies to top managers and directors of banks and other major companies and state quangos? |
