I know it is a hassle, but why can you not put your black sack into a waste bin to reduce the problem which you describe. That procedure works well in our case and the rubbbish left over is minimal. The collectors always look in the bin to check if there is a black sack. My only complaint is that they never put the lid back especially during high winds. Then the street looks very untidy and that is not necessary.

Of course "training" up your local gang master always pays dividends.  You can't always get up at 11 o'clock in the morning!!!!An old fashioned Christmas box helps too.
