The situation in the US is much more complicated than that. Most states that retain the death penalty either don't use it or use it so rarely that one would question if it could have any deterrent effect at all. Since the Supreme Court allowed executions to begin again in 1976, about one third of them have been in Texas. Texas's homicide rate is a bit above the national US average but it was massively above the national average from at least 1960 until the early 1990s; this decline coincided with a significant increase in the use of the death penalty. The USA has a bigger problem with its criminal justice system, which seems much more prone to error than ours. |
