Ealing Council is not making this application, it has been submitted by a housing charity.

Like all councils they are obliged to consider any submission based on planning law.

Six storeys does not make this a high rise development but it does, according to objectors breach the local plan for this area. The planning committee has to take this into account, but they are obliged also to consider the benefit of the 178 flats of which half will be affordable.

Looking at the designs, it is surprising how ugly they appear in visualisation provided by the developer so the final development is unlikely to be pleasing on the eye, but this is not grounds for rejection on its own. Basically, the thrust of policy at the moment is to rule in favour of new housing and it would be difficult for the councillors, or any councillors of whatever party in any local authority, to go against that.

As to the argument that this need for housing is driven by immigration and we need to stem the flow, anyone suggesting this needs to consider the broader demographic picture. The large scale immigration that we have seen over the last decade has barely maintained the working population at the same percentage of total population. The more consistent pressure on population growth is generated by increased life expectancy and with the baby boomer generation moving out of its productive phase and into increased dependency, the working population is projected to fall below 60% by the end of the next decade.

If you want to ‘stem the flow’ you will need to explain how, from the starting point of a large fiscal deficit, a debt burden equal to the size of the economy, a massive unfunded liability for social care, a commitment to triple lock pensions and free health care, the economy could function with a much smaller number of working taxpayers and a much bigger burden of state dependency that we have now.
