You already need Planning Permission to divide houses into flats. Nobody should ever presume that anyone doing any building has already got Planning AND Building Regulations approval. (You need both otherwise you will get unsafe and unsanitary buildings which may also be difficult to rent as they may not have fire and sound insulation between floors. Poor sound insulation can cause a lot of aggravation between residents.) There are ALSO ALREADY in place rules about Houses in Multiple Occupation in Ealing.
