I am not quite sure what has driven more people to dump their black bags in the street since the wheelie bins came into force but, if the Council are unable to control this, why not provide rubbish collection drop off points at strategic locations. Could start with large "rubbish only" paladin bins at the neighbourhood recycling centres? I recall seeing some of these in the streets on the Copley Estate. Not pretty but better than a pile of black bags prone to attack by foxes. |
