Is the hot spot on public or private land? It sounds like it's public land if the Council contractors clear it.  We have a similar sounding problem in West Ealing. I think you need to contact your local councillors and ask them to take this up with Council's environment team who should be tackling fly tipping problems. In the short term you can report the problem online at the Council's website on their 'Report a flytip' page - https://www.ealing.gov.uk/site/xfp/scripts/xforms_form.php?formID=110&language=en

In my experience you need to be persistent when there is a long-running problem like this.
