If the cables were badly damaged, and roadworks could be to blame, then they would probably need to repair or replace the ducts first, then pull the new cables through, possibly adding extra pairs and/or fibre, then reconnect and test a very large number of pairs. They may have found other, older, damage along the run. Was the damage confirmed to have been due to the roadworks? A couple of years ago there was a spate of deliberate damage to cables. |
