Don't see why you want to invent a new system when current one seems to be functioning acceptably. The Ombudsman's disappointment doesn't equate to 'corruption' and, as you admit an earlier ruling went in your favour and compensation was paid - you don't say what the case was. Looking at the numbers across different council's Ealing doesn't appear to be uniquely bad at handling complaints are a lower proportion of those made against them are upheld. Making council officers financially responsible for any payouts is a non-starter. If they are grossly incompetent they would lose their jobs but if they were being asked to carry the risk personally of the financial cost of any rulings they be given professional indemnity insurance as part of their contracts which would end up costing us all more. |
