It is very baffling. If you look at New York as everyone knows a hi rise metropolis the FDNY has an enormous input into planning and safety matters.
All stems from several fires in the early part of the 20th century and thereafter 911. NY has a fir service tailored for it's environs and a free hand.

Unfortunately both the LAS LFB and even the Met Police are very much in the palms of Political masters and big payoffs and retirement packages keep objections on many matters at nothing more than weak statements for press releases.

The Grenfell debacle led to the Fire Chief leaving early, but the concerns were raised by her predecessors over station closures, reduction of Turntable ladder appliances, pumps and water hydrants capable for dealing with taller buildings, road calming measure which rendered large appliance access to locations like Grenfell, delays caused by locked barriers. Even toxic risks from wheelie bins.
All of those concerns were ignored when raised by her predecessors  and those who did stick their head above the parapet were soon pensioned off or sidelined.

Extraordinarily this is still happening.

On the water issue TW has feet in both camps. But it is Fresh Water Supply that is the problem and the vast amounts of energy and infrastructure required to service hi rise developments and over dense developments. It is not sustainable without a water national grid which is not affordable or fully practicable at present.
