When the Registered Keeper of the vehicle(s) does not meet the residential requirement for the zone in which they are applying for a permit. E.g. a shop with a van where the van's owner lives elsewhere. However, as an example a tradesman running his own van (or vans) from home would not require a business permit unless the van(s) exceeded the maximum vehicle size defined for a residential permit. |
