This was the famous 'emergency rail summit' which Boris devoted a whole hour two, 22 months after his election.  With ten items on the agenda that was six minutes per item.  How much do you think they got done?

By the way, the fare complexity is partly due to the weird way Oyster was extended to National Rail services, which has led to some really odd consequences like it being a lot cheaper to go into Zone 1 from West Ealing (£2.70/£2.40) than from Brentford (£4.20/£3.40).  It's not just the zones that are the issue here, it's the farescales.
