Correct, and the key word is "voters."

There are myriad vested interests in Ealing Borough who need to ensure that Liebore remain in power and the "incentives" ensure a healthy Liebore vote.

"Voters" may well return Liebore, but that is hardly necessarily indicative of what the majority of Residents think or want.
