The prevailing thinking about park bins is that there shouldn’t be any. Lacking the capacity to accommodate all the rubbish a large number of park users wish to deposit in them inevitably leads to overflows. The answer in some parks has been to remove them.

Unfortunately people tend to find alternative ways to dispose of things. Hanging dog poo bags on bushes is very popular, while a surreptitious deposit of plastic in bushes is another favourite.

The problem isn’t necessarily the council not collecting, it’s irresponsible behaviour by people who ought to know better.
