'Planning Magazine' did indeed use the measure of the number of planning applications dealt with in a year. It's like judging a sharp shooter on how many shots he gets off in a minute with no consideration as to whether the shots hit the target. Ealing has the oldest Local Plan (2012) in the whole of London. It is the only London borough not to have implemented the developer tax called the Community Infrastructure Levy (CIL). It have still to produce a five year land use plan and annually for years it has failed to publish how many housing completions it achieved each year. Those last two factors have been used by clever planning lawyers to win Planning Appeals in Ealing. |
