| As with any ranking system, it depends on what you are assessing. Planning authorities were rated here based on the speed of planning decisions and the number/percentage of planning appeals lost. Speed is no indication of quality and as only planning refusals by councils can be appealed, any authority that grants nearly all applications will score well against the second criteria. |
