While I have absolutely no substantive evidence one only has to talk to the staff at the Greenford recycling Centre to learn of how often vital pieces of equipment are either out of service or mothballed along with the reduction in staff numbers and reduced opening hours and the closure of the Sterling Road site, the lack of investment is obvious.
