| It is estimated that just 33% of those fully eligible for blue badges actually get them. If you are mobility restricted but not on benefits it is very difficult. Moreover there are those who are disabled who can drive and those who do not but can be driven. Vehicles have to be registered to the keeper which is tricky if no longer able to drive, but in the case of disabled children, the vehicle has to be registered in their name. The other anomaly is often the Keeper is not the owner as the asset is payed for by the qualifier for the notability scheme or other parameters. Now the disparity increases as someone who can barely walk may be refuses over someone with mental health issues who can walk perfectly well. Yet very often Dementia suffered get refused leaving their carers to have the extra burden of transporting them and getting fined. Volunteers endure this as well. |
