Many Councils have workers working from home - one reason is that they do not have childcare. I always used to phone Customer Services but due to the tremendous cuts forced on Councils by Govt this is unfortunately a service that has gone. We are all expected to go online but that doesn't always work and has also been changed several times. Your Councillors are there to deal with these things when you can't get any action from the website etc. This is the page on the website: https://www.ealing.gov.uk/info/201153/street_care_and_cleaning/220/report_a_street_cleansing_problem Is that the page and telephone number that you used? It leads to the Clean Streets app info and also a page where you can report online on a PC. If this doesn't work then you need to contact your Councillors.
