Hounslow has prosecuted before - in 2008. The Electoral Register and other databases will eventually replace the national census. It is probable the 2011 census will be the last. Of course the problem of completing the registration form is that it identifies properties with occupants, thus b*ggering up claims for Council Tax Benefit for allegedly empty properties, second adult rebates, and houses in multiple occupation. Anyway, isn't it a legal requirement, since 2006, to fully complete the form? |
