I assume no docking stations makes the scheme simpler and cheaper to implement and offers more flexibility for the rider/hirer in terms of pick up and drop off points.

But it does seem to have the potential to be more chaotic.  I have seen some bikes left in unlikely positions for a quick pick up (not yet at the bottom of the Brent as predicted earlier in this thread) but presumably these are rounded up from time to time and left in their preferred (busier) locations.
