Even were the information potentially libellous, were Mr Dennehy to ask a question containing that information in a council meeting he would be covered by what is known as "qualified privilege" that would protect him so long as the question was relevant to the council's activity: i.e. a defamatory question about a major media celebrity's activities on holiday would not be covered, while a question about alleged misdemeanors in dumping rubbish in Ealing by said celebrity would be. Anyone reporting the text of the words spoken in the council meeting would also be covered so long as the report was accurate and sourced to the person who made the statement itself (and a wise person would include the place and occasion, i.e. at the council meeting).
