This is a problem with information. There used to be noticeboards with all the bye-laws on them. This language was/is not as clear and to the point as people like to see nowadays. Then signage can become so simplified that it is just negative "Keep Out" "No Fires" and unwelcoming. Then when it is taken away and a more lenient approach is taken people feel that they can do whatever they like because there are no restrictions. It is a cycle. Without signs showing restrictions it is difficult to successfully tell people they can't do things. The same problem happens with litter - no signs and people feel that they can leave it anywhere - just get up and walk away. Somehow they don't seem to think past themselves , their own comfort and the moment. |
