I share your confusion, Arthur.  I came across one of those signs last week.  As far as I'm concerned, the "Use both lanes" sign is directly contradictory to the existence of the bus lane.  My immediate response was to move left to use the left-hand lane, then I noticed that I was about to enter a bus lane, looked for the bus lane times and couldn't see them, so moved back out of the bus lane.

I realise now that "Use both lanes" must replace the bus lane sign.  I'm surprised that it's legal.  According to the 2002 regulations, road markings that indicate a bus lane MUST be accompanied by the blue signs that give details of the restriction.  If the blue sign isn't there, my understanding is that it's a non-compliant road marking.  I must have a closer look at these variable signs.
