No, just unwise.  I think you need to read the Highway Code again, as you have some rather odd ideas about the meaning of traffic signs and road markings.

The presence of humps does not imply any change in the speed limit or overtaking rules or any other rules.

Possibly you are thinking about a rule for councils that says that if they impose a 20 mph limit, they have to make it self-enforcing by installing traffic-calming measures, which may include humps.
