Does the new Labour Council in Ealing have secret plans to introduce Chip and Bin? Plans are being drawn up by the Labour Council to reward wards that increase their recycling rates. One of the incentives will be an INCREASE IN FUNDING for Ward forums to those wards that increase recycling rates. As the Labour Party knows, rubbish is not collected on a ward by ward basis, but a 5 day cycle. This means that part of a ward will be collected on Monday another part Tuesday etc. The ONLY WAY to monitor recycling rates therefore is by chipping bins as it can't be done ward by ward through collections. This secret plan is also revealed in their desire to remove the independent monitoring of rubbish collection and street cleaning services. This independent measure was introduced by the Conservatives to improve service quality by removing the contractors abiltity to assess itself. Commonsense dictates that one can't review one's own work, it's ridiculous, it will lead to a filthy borough and we all remember those days! The Labour Council plan to rescind the independent monitoring aspect when the contract is renewed. This amendment will add weight to their argument for Chip and Bin, because there will be no independent measurement of recycling!! Only Chip and Bin can do this for them. I urge residents to write to their Labour Councillor and oppose the removal of independent monitoring of rubbish collection and street cleaning so as to thwart their plans for chip and bin.
