This is a very valid point and one which I alluded to earlier -- the Council presents no understanding of how it has achieved 35%, what 35% means in the general context, and what the plan and targets for future recycling are. It's almost like recycling is something which is happening to the Council and they're coping rather than something they thought might be a good idea. Though actually I think that somewhere in the Council there are some very good people who know this stuff but are let down by the senior policy makers...
