I think there are a lot of people in flats who don't because they can't or don't have a kerbside collection.  We have people near us who have overfull bins when there are recycling banks next to the nearest shop. The Council can send out leaflets to people eg those newsly moved in and there are also Envirocrime Officers who can investigate or arrange for roads to be leafleted where people are putting out their waste too early and/or on the pavement.  You don't have to put up with/live with it.
