These are 'options' by Government for areas where problems exist and where residents have been requesting.

They are not mandatory and are being funded by an almost bankrupt TfL. There will be a huge hike in the GLA/TfL precept in council tax to pay for this when so much of TfL proper remit is in dire straits.

But it is being imposed with no democratic consultation and, rather perversely, in areas where no problems exist and are quiet for 90% plus of the day. I know I've been cycling this district almost every week in South Ealing and Northfields since school days (early 1980s)  It's far quieter and safer than it was then.
Speed Humps and the 20 MPH have helped and local people are pretty good at abiding by the regs. There are a few but there are always going to be a few.

But imposing and wasting money  pointlessly when there are a host of proper improvements like sorting poor pavements and slippers and potholed road surfaces that make cycling hazardous for much of the year have gone unattended for decades.

That would be a far better way of using the money responsibly.

They are not being imposed in areas which have real problems and serious overuse of cars and cycling problems which I find quite extraordinary.

Ealing does not have to take this up. But they have and they are using it irresponsibly and the Govy have gotten improvement priorities completely wrong too
Quite where they are getting advice from is anyones guess. But pragmatic it certainly ain't.
