They have been a cheerful and welcome greeting to the warmer months of the year. I presume the Council knows not to spray any nasty chemicals there. I do remember one of the Councillors some time ago saying to let him know.
I've dead headed them and perhaps should have given them some tomato feed or something but how does that work when something may have been guerilla gardened?
